How Jhum Cultivation Actually Works — Step by Step

Jhum is not random clearing of forest. When practised traditionally, it is a highly organised rotational system with its own ecological logic, social governance, and calendar. Here is the complete process:

Plot selection (January–February)

The village headman or community elders identify a plot that has lain fallow for sufficient years (traditionally 10–20 years) and has regenerated enough forest cover to be fertile again. Plot selection is a communal decision governed by village customary law — it is not individual choice. The plot's location, slope, soil, and previous productivity are all assessed.

Clearing (February–March)

Trees and undergrowth are cut down. Large trees are often left standing — their roots prevent soil erosion and their canopy provides some shade and moisture retention. The cut vegetation is left to dry for several weeks.

Burning (March–April)

The dried vegetation is burned. This is the "slash-and-burn" in slash-and-burn agriculture. The burning does two things: it releases nutrients from the organic matter directly into the soil (a form of instant fertilisation), and it destroys weeds, pests, and pathogens that would compete with the coming crop. Fire lines are created around the field to prevent fire from spreading into adjacent forest — a critically important step that is increasingly being skipped under time pressure.

Sowing (April–May)

Seeds are dibbled (pressed) into the ash-enriched soil using a pointed stick. Multiple crops are sown together — hill rice is the staple, but a jhum field typically contains 20–30 additional crops: maize, sesame, cotton, chilli, ginger, turmeric, pumpkin, cucumber, beans, and various leafy vegetables. This polyculture approach is ecologically sophisticated: different crops use nutrients at different depths and times, reducing competitive depletion of soil nutrients.

Cultivation and harvest (May–November)

Crops grow through the monsoon season (June–September) under rain-fed conditions. Weeding is done manually. Harvest is staggered — different crops ripen at different times from July through November. A well-managed jhum field can provide a family with a substantial portion of its annual food supply.

Abandonment and fallow (after harvest)

After the harvest, the field is abandoned. Secondary vegetation — shrubs, grasses, pioneer tree species — begins to colonise the cleared area. Over 10–20 years of fallow, the field regenerates into secondary forest, accumulates organic matter, and rebuilds soil fertility. The community then rotates to another plot. The previous jhum field may be used for gathering forest products — fruits, bamboo, tubers — during the fallow period, providing additional livelihood during the regeneration phase.

Why It Was Sustainable — The Traditional Fallow Logic

In the hilly terrain of Northeast India, where slopes make plough-based settled agriculture difficult and where annual flooding and monsoon erosion would rapidly deplete ploughed fields, jhum solved several problems simultaneously:

  • Fertility without external inputs: The burning cycle releases nutrients directly into soil. A freshly burned jhum field is as fertile as a field that has received chemical fertiliser — and without the cost, the supply chain dependency, or the long-term soil chemistry problems associated with synthetic fertilisers.
  • Biodiversity: A traditional jhum field growing 20–30 crops simultaneously mimics the structure of a natural forest more closely than monoculture farming. Studies have found that jhum fields in long-fallow rotation support surprisingly high levels of floral and faunal biodiversity — significantly more than the monoculture alternatives promoted as replacements.
  • Labour efficiency: On steep slopes where mechanisation is impossible, jhum requires less labour than terrace construction and maintenance. A family can cultivate a jhum field with basic tools and collective community effort.
  • Food security: The polyculture system — multiple crops maturing at different times — spreads risk. If one crop fails, others survive. This built-in insurance against crop failure is absent from monoculture systems.
  • Soil erosion management: When standing trees are retained and fire lines maintained, and when the field is quickly abandoned to secondary vegetation after harvest, the root systems prevent catastrophic soil loss on steep slopes.
The key condition that made jhum sustainable: A fallow period of 10–20 years. When a plot is allowed to rest for this long, it fully regenerates. Secondary forest biomass rebuilds, soil microbial communities recover, organic matter accumulates, and the next burn cycle releases full nutritive value. The system was calibrated for low population density — a small number of families rotating across a large area of hill forest, never staying long enough to exhaust any one plot.

Why It Has Become a Problem — The Fallow Collapse

The jhum system's sustainability rested entirely on adequate fallow periods. As population grew in Northeast India's hill regions through the 20th century, the land available per family shrank. The rotation cycle — which requires a family to have access to multiple plots in different stages of fallow — became impossible to maintain at traditional scales.

The result: fallow periods collapsed. From the traditional 10–20 years, fallow periods in most Northeast hill areas had shrunk to 3–5 years by the 1990s. By the 2010s and 2020s, many areas reported fallow periods of just 2–3 years — far too short for soil and forest regeneration.

A 2–3 year fallow is catastrophically different from a 15–20 year fallow:

  • Soil does not recover its nutrient content in 2–3 years
  • Secondary vegetation is thin and woody — the burn produces far less ash-based fertility than a burn of 15-year regrowth
  • Weed pressure is higher because the forest has not closed enough to suppress aggressive pioneer species
  • Crop yields per hectare fall sharply — sometimes by 50–70% compared to well-fallowed plots

The cascade effect: Declining yields push farmers to expand jhum into new forest areas. More forest is cleared. This clearing further reduces the land available for long fallow. The Real Debate — Environment vs Culture vs Livelihood

The environmental position: jhum is a major driver of deforestation

Forest Survey of India data consistently identifies shifting cultivation as one of the primary causes of forest loss in Northeast India. Satellite-based studies confirm that jhum burning accounts for the majority of fire alerts in states like Mizoram during the burning season. In Meghalaya, declining fallow periods have reduced biodiversity, increased soil erosion, and degraded watershed functions — directly affecting water supply to downstream communities. The livelihood position: no viable alternative has been provided

The government has promoted alternatives to jhum for decades — terrace cultivation, horticulture, oil palm plantation, agroforestry. In practice, the transition has been slow and partial for a clear reason: the alternatives require capital, infrastructure, market access, and technical knowledge that most hill tribal farmers do not have. A farmer who abandons jhum for oil palm cultivation needs a processing unit, a buyer, credit, and 4–5 years before the first harvest. A farmer who abandons jhum for terrace cultivation needs stone, tools, water management, and years of construction labour. Without supporting infrastructure, these alternatives are not genuinely viable for subsistence farmers. The "jhum is bad, settle down" government message has been repeated for 50 years without the institutional support to make the transition real.

What the 2024–25 Data Actually Shows

The most recent hard data on jhum comes from the Economic Survey 2024–25 and satellite-based academic studies published in 2024–25:

  • Mizoram: The area under shifting cultivation declined from 681 sq km in 1997-98 to 147 sq km in 2023-24 — a reduction of over 78%. The Economic Survey 2024-25 attributes part of this decline to the adoption of oil palm cultivation. However, researchers note that much of the apparent decline reflects farmers switching to ginger — a cash crop that is itself cultivated using jhum-like slash-and-burn techniques but is not classified officially as jhum.

Is jhum cultivation illegal in India?

No — jhum cultivation is not illegal in India. The government discourages it through various schemes promoting alternatives, and some states have regulations on burning seasons and fire management. But the practice itself remains legal and is recognised as a traditional agricultural practice of tribal communities. In Sixth Schedule areas, the autonomous district councils have authority to regulate shifting cultivation within their territories — meaning the tribal councils, not just state or central governments, have a governance role.

Is jhum the same as deforestation?

Not exactly. Traditional jhum with adequate fallow periods is a cycle of clearing and regeneration — not permanent deforestation. The cleared land returns to secondary forest within a few years of abandonment. However, short-fallow modern jhum effectively functions as deforestation because the forest does not have enough time to regenerate meaningfully before the next clearing cycle.
